Completion of a pre-cadastre on 5 pilot areas, Haiti

Reconstruction operations that followed the earthquake that occurred in Haiti in 2010 raised crucial land issues. These issues already existed as the way goods, people and rights were identified jeopardized land tenure in the country. In February 2010, a memorandum of understanding was established between the European and French Ministry of Foreign affairs (MAEE) and the Haitian Interministerial Committee for Planning (CIAT). Signed on September, 25th, 2010, this cooperation agreement contributes to the completion of a pre-cadastre in Haiti.

Several French well-known key players in the land sector are currently involved in this land tenure pilot project. IGN France International and FIT Conseil work jointly to provide base map data that contribute to complete a pre-cadastre in 5 pilot areas.

Upgrading the 1:200,000 base map and the national mapping institute - Mali

The project aims at producing a data base and a new topographic map of the whole country at a scale of 1:200,000, to make available an homogenous and a coherent cartographic reference for various actors (infrastructure, forests, mines, statistics, agriculture, energy, tourism, Office du Niger…). From this new base mapping, related products and services will be developed.

To ensure the successful transfer of know-how, the whole production will be carried out on-site, within the National Mapping Institute of Mali (IGM) by the agents of the IGM with the technical assistance of IGN France International.

GIS for drinking water management - Vietnam

This project consists of the implementation of a Geographical Information System (GIS) for the technical and patrimonial management.  It is conducted by G2C environnement, G2C informatique and IGN France International, in partnership with Khawassco, the water supply and sewerage company of Nha Trang City.

PROJECT MANAGEMENT FOR THE SUPPLY OF SPOT IMAGES AS PART OF THE REDD+ INITIATIVE, Congo Basin

In December of 2009, the country of France committed to make SPOT4, 5 and future SPOT6 and 7 images acquired from 2010-2015 as well as archived images from 2000 available to the countries of the Congo Basin. This provision is effective as of the signature of a framework agreement at the end of 2010 in Copenhagen between the French Agency for Development (AFD) and the Astrium group (in charge of providing the satellite images). This programme is part of the process for the Reduction of Emissions from Deforestation and the Degradation of forests (REDD+).

IGN France International, leader of the consortium, dispenses project management assistance alongside the French IGN (National Institute of Geographic and Forest Information), the CNES (National Centre of Spatial Studies), and the IRD (Institute of Research for Development). ONF International is also associated with the operation.

Demarcation of the land borders and determination of offshore border lines - Saudi Arabia/Qatar

The State of Qatar and the Kingdom of Saudi Arabia decided to modify the border lines for part of their common border. The existing border lines were demarcated in 1996-1998 and mapped by IGN France International. Ten years after the completion of this first demarcation of the border between Saudi Arabia and Qatar, IGN France International, export subsidiary of the French National Geographic Institute (IGN), has been awarded a new tender that will carry on from the previous project.

IGN France International will indeed be supported by the technical skills of several of IGN France's departments, benefiting from their expertise in geodesy and levelling, the acquisition and processing of satellite images, the production of orthoimages and 2D restitution, not to mention the Cartographic Department which will work on the land and sea mappings aspects of the project.

Photographic aircraft for the Tunisian Ministry of Defence - Tunisia

In December 2008, the Office de Topographie et de cartographie (Tunisian Ministry of Defence) issued an international invitation to tender for the aerial photography of its territory using modern systems. The technical solution proposed by IGN France International and Reims Aviation was selected. The aircraft, the 97th F406 manufactured by Reims Aviation (GECI group), was delivered at the beginning of April to the Tunisian Ministry of Defence.

The Reims Aviation F406, a twin-turboprop aircraft, is particularly well-suited to light airborne surveillance missions, with integration of the most recent systems: aerial photography, pollution prevention, surveillance of fishing grounds, borders, passenger and freight transport, etc. The F406 can handle many types of missions and is appreciated by operators and pilots for its robustness, ease of operation and its very competitive operating costs.

Cartography of flood zones - Senegal

For more than 20 years, the Pikine and Guédawiaye departments in the region of Dakar have been faced with recurrent flooding. Started in 2005, serious measures to curb the phenomenon have been taken by the President Abdoulaye Wade. Realities in the field and the consequences of flooding on local populations led to the completion of these measures using a cartographic analysis of the situation.

In September of 2009, IGN France International offered to complete a detailed analysis of the topography of flooded areas, in partnership with the Senegalese company GAI. This project was made up of an historical study and a detailed analysis of the topography of the  flooded and flood-prone areas, as well as the completion of a GIS. It was carried out for the Jaxaay plan (Project for the construction of social housing and the prevention of flooding and shanty towns).

UPGRADING OF THE GENERAL MAP AT A SCALE OF 1:200,000 - Burkina Faso

This project consists of updating the entire country’s map coverage at a scale of 1:200,000, in order to make a coherent national cartographic reference available for various actors (Infrastructure, Land management, statistics, rural development, social equipment, environment …). This reference will allow exchanges of data coming from various sources.

The database that is produced must be compatible with the national land cover database in order to make a set of various information layers available that should be consistent and complementary. In order to guaranty the success of the capacity building phase, the entire production must be carried out on site, at the IGB premises, and by IGB’s staff, with a methodology that has been set up by IGN France International, with equipment whose configuration has been defined by IGN FI, and with three years of technical assistance and support from IGN FI’s experts.
