Reconstruction operations that followed the earthquake that occurred in Haiti in 2010 raised crucial land issues. These issues already existed as the way goods, people and rights were identified jeopardized land tenure in the country. In February 2010, a memorandum of understanding was established between the European and French Ministry of Foreign affairs (MAEE) and the Haitian Interministerial Committee for Planning (CIAT). Signed on September, 25th, 2010, this cooperation agreement contributes to the completion of a pre-cadastre in Haiti.

Several French well-known key players in the land sector are currently involved in this land tenure pilot project. IGN France International and FIT Conseil work jointly to provide base map data that contribute to complete a pre-cadastre in 5 pilot areas.

The FASEP Vietnam project consisted of the study of a plan for the modernisation and updating of the land system of the three main cities in Vietnam: Hanoi, Danang and Ho Chi Minh.

This study was initiated at the request of the Vietnamese Ministry of Natural Resources and of the Environment, who, from the very beginning, implied that it wished for France to cooperate with Vietnam for the implementation of this modernisation project.

Thanks to the proposal from Hanoi's economic mission, which was approved by the DGTPE (General Directorate of Treasury and Economic Policy), the study was partially funded by a FASEP.

The project aimed to develop and install a tool for the creation and management of land titles. It also offers a gateway with the General Directorate of Taxes in order to allow the transformation of land certificates into land titles. This system is based on a GIS application allowing the integration of land boundaries and which will be enriched with the establishment of land certificates while integrating the parcel’s geometry. This FIS is thus compatible with the sporadic delimitation launched by the Ivorian government. It integrates information on the land that makes up a pseudo rural cadastre.

Generated by delays in the registration of titles, costs and faltering registration procedures for official documents, land insecurity is an obstacle to the economic and social development of countries. In Uganda, a World Bank study showed that the average delay for the registration of titles was 270 days. It is within this context that the Ugandan government wished to modernise its procedures. IGN France International won a tender for the securing of property titles through the development of an unique land information system for the 6 departmental offices of the districts of Kampala, Mukono, Wakiso, Jinja, Masaka and Mbarara, as well as the establishment of a national land information centre.

IGN France International developed a land assessment application for the Namibian MLR (Ministry of Lands and Ressettlement). The CAMA-type application (Computer Assisted Mass Appraisal), is software permitting the automatic calculation of land values. It is used both for the calculation of land values and real estate. 
IGN France International provided an application of this kind to the Namibian department of Land Assessment who wished to establish a transparent and faire land tax, based solely on agricultural 'commercial' lands.
